I think bases shouldn't be used for every single piece you make.Us people that write these kind of things are helping you.Just try something original and no bases they will only improve certain things but not body and face stuff like eyes and mouths.I'm being honest.If you really need help then draw on your own or use things like tablets and other free programs like firealpaca.Also,you should use things to help like videos about drawing anime on certain free programs.If ms paint is what you only have then just make simple stuff and practice it will make you better at drawing on a "bad program".People will be more impressed if you draw stuff on your own!
